Project Description


LaMoure County Emergency Management, the Local Emergency Planning Committee (LEPC), the City of LaMoure, the City of Kulm, the City of Edgeley, the City of Jud, the City of Verona, the City of Marion, the City of Berlin, and the City of Dickey, other key stakeholders from LaMoure County, and local communities are preparing a Multi-Hazard Mitigation Plan in 2025. This plan will be for LaMoure County and each municipality incorporated within it.

A Multi-Hazard Mitigation Plan provides a strategy for reducing the impacts of natural, technological, and adversarial hazards in the county and its communities. The plan includes two primary elements:

Risk Assessment - The plan includes a description of 15 different hazards in the county and its communities. Each hazard is evaluated to determine risks and vulnerabilities for each jurisdiction.

Mitigation Strategy - Includes mitigation actions to reduce the impact of significant hazards in each jurisdiction. The actions are organized into an implementation plan that includes goals and priorities, actions, responsibilities, and a timeline.

Hazard mitigation is any sustained action taken to reduce property damage, loss of life, or otherwise minimize or eliminate the impact of hazards. These actions include planning, policy and regulation changes, educational programs, infrastructure projects, and other activities. Mitigation actions are most effective when implemented under a comprehensive, long-term mitigation plan.

All tribal and local governments that wish to be eligible for FEMA mitigation grant funding are required by the Federal Disaster Mitigation Act of 2000 to adopt a local multi-hazard mitigation plan. For a community to maintain eligibility each plan must be updated every five years. Every city in LaMoure County is participating in this update process so they can also maintain their eligibility.

LaMoure County Emergency Management and Paramount Planning work with county officials and residents to identify the level of risk for a variety of hazards which may affect the county. That information is then combined with regional and national data to create a risk assessment. Mitigation strategies are developed in consultation with the local planning team. The mitigation strategies are developed from local input received and best practices in order to reduce local hazard impacts, determine local community capacity to support the strategies, and assign responsibility for implementing them.

- July 14th - LaMoure City Council meeting
- July 14th - Kulm City Council meeting
